About the Local Hazard Mitigation Plan

A Local Hazard Mitigation Plan (LHMP) is a federally required planning document that identifies natural hazards, assesses risks, and outlines strategies to reduce vulnerability and improve resilience. In California, local hazard mitigation planning helps public agencies prepare for risks such as earthquakes, flooding, wildfire, extreme heat, and other hazards that may affect critical infrastructure and essential services.

Tri Delta Transit is updating its 2026 Local Hazard Mitigation Plan to evaluate current risks, identify mitigation actions, and strengthen the agency’s ability to maintain safe, reliable transit service during and after hazard events. 

Adoption of an approved Local Hazard Mitigation Plan is required to maintain eligibility for certain federal and state hazard mitigation grant programs, including funding administered by the Federal Emergency Management Agency (FEMA). These programs support projects that reduce long‑term risk to public facilities, transit assets, and the communities they serve.
